Phil Mauger – President and Founder
Originally from the southern coast of England, Phil moved to the U.S. in 1985 to work as a Computer Software Engineer with ITT. With over 10 years in the computer consulting industry, he founded Outstaffing, Inc. in 1995. Outstaffing was one of the first Professional Employer Organizations registered in the Commonwealth of Virginia. He lives in Chatham, VA, with his wife Pam. He has two sons; the eldest is serving in the U.S. military and the youngest is attending Virginia Tech.
Frederick Helm – Benefits and Marketing Specialist
Frederick is from Richmond, VA. Since 1985, he has specialized in the design, implementation, and service of effective insurance and employee benefits. Frederick’s expertise also includes business development and marketing strategies. He began working with Phil in 1988 as the benefits coordinator for the consulting business, TRC, Inc. Later he was instrumental in the formation of what is now Outstaffing, Inc. He lives in Richmond with his wife, Barbara, and their three daughters, Melissa, Katharine, and Morgan.
David Mitchell – Computer Systems and IT Specialist
David began working with Outstaffing in 2002. David designs and supports the Outstaffing computer systems and networks. In addition, he is responsible for maintaining 24/7 client/employee access to the secure payroll platform, and the integration with the Outstaffing website and social media systems. David lives in Chatham, VA.
